I can say I have never had a student inquire about a 3.9, but its fair to bring up the question, and you were right on a bubble between scores which I gave a 3.9 and scores I gave a 4.0. It is important that GPAs reflect even subtle distinctions. Having said all that, I do think it is okay to switch you to the up group (4.)s) rather than the next step down group (3.9).
It's good to know I didn't bust my butt for nothing. A 3.9 is certainly credible, but I honestly felt the quality of work I presented & received high As on deserved a 4.0.
